You'll recall Robin's recent posting on the latest planning application by Bartra for a substantial development of the former Western Marine site. The new plans are rather different in form, but actually bigger and more imposing at the front than were the first. Here's what Bartra are now proposing:

Most of us paddle regularly from Bulloch. You might think this doesn't matter, because it's just the harbour, but it will affect YOU. If you like what you see, great. Otherwise you have until 4pm Monday 5th February to lodge an observation (objection) with DLRCC. You can do this either online on the DLRCC website (below), or in writing. You don't need to be an expert to do this. You can find good guidance on how to make an effective observation from the Bulloch Harbour Preservation Society here.

Could we make a club submission on behalf of the club members. I am happy to add my name to any club submission on this issue. If we all have to submit and pay 20 Euro for each submission then thats a lot of Euro for DLRCC.

The structure is an eyesore in this small harbour but no more so than the eyesore opposite where the nuns built an old folks home of several stories in height with absolutely no architectural empathy with the harbour. My main concern would be the extra traffic that such a development would bring. Parking is poor enough here already with the neighbours painting yellow lines about the place to discourage parking. It would be impossible if we have residents with their cars plus their visitors not to mention visitors to the cafe. Imaging the scene in high summer with us, the fishermen, coasteering group, tourists, Jenny Kilbride and Co plus all the new residents. We will only see Bullock from Dun Laoghire or Bray in this case.

If that monster goes ahead we can forget about parking. I'm not anti-development, but that plan looks completely the wrong scale for Bullock. It's a bit brazen.

I think a club submission is a good idea, perhaps from the chairman or secretary, as it demonstrates real and current interest from a substantial group of regular harbour users. However, we were advised at the recent BHPS meeting that, contrary to official indifference, the number of objections received by the planners does affect the degree of weight given to the argument. For this reason I think it's important that individuals also make their own objections. Of course DLRCC make some money as a result, but I can live with that. Complaining about the fee won't get us anywhere.

Looks like this planning application has been refused too.
The latest Planning Application D17A/1135 for redevelopment of the Western Marine site at Bullock Harbour has been REFUSED.

Firstly we would like to thank all those who submitted their individual Observations this time, almost equaling last year's total.

The short summary of the Reasons for Refusal now on the DLRCC Planning website is reproduced below. These will be sent by post to all who submitted shortly. The BHPA Committee will be in touch with you again when the full Planners' Report on the Refusal is posted online, and there has been an opportunity to examine it in detail.

Planning Application D17A/1135 - Short details of Reasons for Refusal
1. In relation to the significant imbalance and predominance of residential use in the proposal and having regard to the low percentage of overall floor area being provided for the marine related uses together with the low developable site area being provided to support and service such uses, it is considered that insufficient provision has been made for waterfront, harbour and marine related uses. It is considered that the amount of site area reserved for residential use is excessive and seriously compromises the achievement of a quality mixed use and integrated development with adequate and appropriate provision for waterfront, marine and harbour related activities. It is therefore considered that the development as proposed would seriously compromise the harbour’s ability to attract and maintain good marine related uses and harbour activities, would limit the scale and diversity of such uses, which the harbour could support and would be contrary to the ‘W’ zoning objective for this site which is ‘to provide for waterfront development and harbour related uses’. The Planning Authority therefore considers that the development as proposed would be contrary to the zoning objective for this location of providing for waterfront development and marine related uses and would also be contrary to the requirements of Specific Local Objective 22 as set out in the 2016 – 2022 Dun Laoghaire -Rathdown County Development Plan. The proposed development would therefore be contrary to the proper planning and sustainable development of this area.

2. It is considered that the lack of an integrated design approach and the almost exclusive use of the majority of the site area for residential use would seriously erode and weaken the existing ‘W’ land use zoning objective for the site of providing for waterfront, marine and harbour related uses. This would undermine the existing land use zoning objective for this site and would seriously compromise the harbour’s ability to attract and maintain good marine related uses. It would also limit the scale and diversity of uses, which the harbour could support and would be contrary to the zoning objective for this site which is to provide for waterfront development and harbour related uses. The proposed development would therefore be contrary to the proper planning and sustainable development of this area.

3. Given the prominent harbour and coastal location of the proposed development and taking into account the special character of the immediate harbour area, concerns exist that the proposed quayside elements are visually and physically segregated from the rear of the development site with no meaningful integration, visually or functionally. The proposed development fails therefore to respond appropriately to the unique site context, which requires a high quality, distinctive and integrated mixed use design approach, which considers the site holistically and responds appropriately to the special character of the area and seeks to strengthen and reinforce a positive sense of place at this location. The proposed development would therefore be seriously injurious to the special character and amenities of the harbour area and contrary to the requirements of Specific Local Objective 22 as set out in the 2016 – 2022 Dun Laoghaire -Rathdown County Development Plan. The proposed development would therefore be contrary to the proper planning and sustainable development of this area.

NOTE: The applicant is advised that the Council’s Drainage Planning report in respect of this application highlights significant coastal flooding issues at this location. The report recommends a refusal of permission for the two apartments proposed within the quayside block and recommends seeking further information with respect to flood defence measures for the other elements of the development.

Observations on the Planning Appeal by Bartra Capital

As you are probably aware Bartra Capital’s second planning application was also refused permission by Dun Laoghaire-Rathdown County Council, but Bartra lodged an Appeal to An Bord Pleanála on 21st March. Unfortunately An Bord Pleanála does not provide online services to view appeal documents or make online observations.

We are now asking you to lodge an observation on the Appeal with An Bord Pleanála.

Observations must be sent by post, or delivered and receipted at the front Reception desk during office hours (9.15 to 5.30 Mon-Fri)
to arrive by close of business on Tuesday 17th April.
Address your observations to: The Secretary, An Bord Pleanála, 64 Marlborough Street, Dublin 1.
Eircode D01 V902 – the office is on the corner of Marlborough St and Findlater Place (off Cathal Brugha St).
