If you'd like to see what's under the water here, check out this diagram. There are two rotors of 16m diameter mounted on a horizontal arm, one on each side of the tower. They complete a revolution about every 4s. The rotor tips are 3m below the surface at lowest astronomical tide, 7m at highest tide.
