Banning of industrial sprat fishing

It seems some protections have been put in place to protect sprat. Which in light of the dramatic decline in mackerel and steady decline in sea birds is badly needed. 
Does anyone know the groups who called for/pushed this through?
I want to support them.

Hi Eoin, proud to say our own club had a small hand in submitting to the public consultation. The Irish Wildlife Trust and Irish Whale and Dolphin group are keeping it to the fore. They continue to lobby for proper monitoring and enforcement when it comes in in October.
